THE PROBLEM AND ITS BACKGROUND

Introduction

Parking enforcement is increasingly perceived as a key feature of urban transport policy. Illegal parking can lead to reduced traffic speeds, congestion, changes in modal choice, loss of revenue from valid parking spaces, a decline in respect for the law and even to accidents. Its potential impact is of such magnitude that it is now widely recognized that policies aimed at its control should be incorporated into any sensible transport plan. However, since parking enforcement is the policy maker's response to illegal parking and in order to implement a response that is appropriate, it is vital that there exists a sound understanding of the causes and patterns of illegal parking.

Similarly, the ability to assess the impact of a particular enforcement strategy is equally vital. These considerations, together with the need to specify an overall objective for the enforcement effort, justify the exploration of the various relationships that exist between illegal parking and enforcement. A parking lot (American English) or car park (British English), also known as a car lot, is a cleared area that is intended for parking vehicles. Usually, the term refers to a dedicated area that has been provided with a durable or semi-durable surface. In most countries where cars are the dominant mode of transportation, parking lots are a feature of every city and suburban area. Shopping mallssports stadiumsmegachurches and similar venues often feature parking lots of immense area. Parking lots tend to be sources of water pollution because of their extensive impervious surfaces. Most existing lots have limited or no facilities to control runoff. Many areas today also require minimum landscaping in parking lots to provide shade and help mitigate the extent of which their paved surfaces contribute to heat islands. Many municipalities require a minimum number of parking spaces, depending on the floor area in a store or the number of bedrooms in an apartment complex.

In the United States, each state's Department of Transportation sets the proper ratio for disabled spaces for private business and public parking lots. Various forms of technology are used to charge motorists for the use of a parking lot. Modern parking lots use a variety of technologies to help motorists find unoccupied parking spaces, retrieve their vehicles, and improve their experience (https://en.wikipedia.org/wiki/Parking_lot).

We go back to the early 1920s en -30s in Oklahoma City. There was no regulated parking anywhere yet. People would just park their cars in the streets and leave them there until they need them again. In shopping areas most of the parking spaces were occupied by employees who worked downtown, leaving no room for potential customers. Traffic congestion problems were common in big cities. It was hurting business, and soon people started to think about a way to regulate the parking time. (Powell's Book3 Jul 2010.

In Catbalogan City, there is a substantial cases that are reported and recorded regarding illegal parking of the 6-seaters Pajeros at Catbalogan Ciy Police Station.

Despite of many reports, cases and researches pertaining to the traffic violation and illegal parkings of 6-seaters pajeros encountered and perceived by the community of the city of Catbalogan. Thus, The researchers a re motivated to conduct this investigation.

This study aimed to come up an overview, investigation, and analysis on the effect of illegal parking of the 6-seaters pajeros to the community in Catbalogan City.

Statement of the Problem

This study endeavors to determine the effects of illegal parking of 6-seaters pajeros as percieved by the community in the city of Catbalogan during the School Year 2018 – 2019.

Specifically, this study seeks answer to the following question:

  1. What is the profile of the resident-respondents in the following terms:
  1. age and sex;
  2. civil status;
  3. number of family members;
  4. religion;
  5. highest educational attainment; and
  6. Occupation
  7. Monthly gross income
  1. What is the effect of illegal parking of the 6-seaters pajeros to the locality? do the resident-respondents felt it?
  2. What is the extent of knowledge of the resident-respondents about Land Transportation Code towards the effects of the illegal parking of the 6-seaters pajeros in terms of the following;
  1. Traffic rules implementation;
  2. Parking prohibitions
  3. Traffic signs and signals
  1. Is there a significant relationship the extent of the effects of illegal parking of 6-seaters pajeros felt by resident-respondents and their personal characteristics?
  2. Is there a significant relationship between the resident-respondents profile variates and the extent of their knowledge about Land Transportation Code?
  3. What implication may be derived from the findings of the study?

Hypothesis

From the aforelisted specific questions, the following research hypotheses will be tested in this study:

  1. There is no significant relationship between the extent of the effects of illegal parking of 6-seaters pajeros felt by resident-respondents and their personal characteristics.
  2. There is no significant relationship between the resident-respondents profile variates and the extent of their knowledge about Land Transportation Code.

        This study is anchored on the Domino Theory by John F. Kenney and Strain theory of Robert Merton.
