As a leader, Achilles was much more of a military figure, leading his own troops from the front, and was known for his prowess in battle. However, as a politician he was sorely lacking. When Agamemnon "disrespected" him, he did not seek out others to take his side, or to appeal to Agamemnon on his behalf. Instead, he withdrew from the battle against the Trojans. He gave no thought to how his actions would affect the rest of the Greeks, who were still battling on. His only concern was his own reputation.

Odysseus was a capable military figure in his own right, and we see him in the Iliad carrying out raids, and fighting in the midst of battle. But we as often see him in the Presence of the other kings, especially Agamemnon. We also see him acting as an intermediary and the voice of reason, speaking out for the sake of all the Greeks, not just his own men. Odysseus never lets his temper get in the way of his judgment, or his responsibilities to his men. Achilles might be the leader to follow if you want the bigger share of the loot, but Odysseus was the leader most likely to bring you back home from a raid alive.
