looking critically to the national health policy , one of the interest of practice that is of importance to the majority is the health care issue. According to the 110th congressional meeting , the Health Reform 2123 of 3rd of May 2007 focus was " To amend the Public Health Service Act to establish direct care registered nurse-to-patient staffing ratio requirements in hospitals, and for other purposes" The bill was enacted so as to protect the general public from health care quality that is less than standard . Recent research released by JHACO before the BILL found that registered nurse do not have enough time for direct care anymore and thus increases injury and mortality that could have been prevented . It becomes a political issue so that our government can get involved and do something in favor of the general public. Other researches also confirmed that healthcare outcome is directly proportional to nurse's ratio. And it does not take rock and science to figure out that you can effectively manage things when they are at minimmum. Among many other people who made this bill alive, I want to give kudos to Ms. SCHAKOWSKY, Mr. STARK, Mr. GRIJALVA, Mr. KUCINICH, Mrs. MCCARTHY, Mr. NADLER, Mr. OBERSTAR, Mr. RANGEL, Ms. SCHWARTZ, and Mr. TOWNS. These are the committee on Energy and commerce that introduced the Bill. Section 3005 of the bills also make provision of assignment refusal that violates this bill and the hospital cannot even file a complain. Bill in addition has extra protection for LPN, and also requires the hospital to keep records of nursing to staffing ration for a minimum of 3 years. From then up till today nurses are making change in the world of policy and political jingoism. Just 2 months ago Registered nurses at Saint Vincent Hospital in Worcester, Massachusetts voted a new contract under which patient ratios would be reduced to four to five.With the involvement from nurses that are at one time in their lives experience had the same experience we are gaining from this class ,recommended some particular states that seems to be problematic such as CA to stipulates law and regulations the required minimum nurse to patient ratios to be maintained at all times - without exception . Section 438 of Pennsylvania version provided what is called "whistle blower protection against refusal of assignment. Another version newly introduced this year (2011) actually requires New York to report staffing levels and mandatory overtime while Vermont version SB 1134 specified one direct care nurse and 3 technicians for every nine patients if the facilities have anything to do with renal dialysis. From then up till today, nurses are making change in the world of policy and political jingoism.
