Part One: Description and Analysis

Address: 599 -605 Swanston Street, Carlton, VIC, 3053

The selected site’s area is approximately 1,172.61 meter squares. It is currently under the management of the council of the local government. The site dimension is shown as follows.

As illustrated in the figure 2, the site was defined as capital city zone, which is the area encouraging mixed use of land of serving students, workers and dwellers. The surrounding areas are including a comprehensive development zone, mixed use zone, commercial 1 zone, public park and recreation zone, and general residential zone, public use zone (education and health and community) road zone category 1.

Location study:

The site selected to analyse is located on the northwest corner of Queensberry Street and the Swanston Street in Carlton. As can be observed in the figure 3, the site is in a closed distance from the CBD of Melbourne, which is two more tram stops away from the Melbourne Central. Moreover, Royal Melbourne Hospital is 1.2km northeast of the study site (Google Map 2017).

There are three private schools located within radial 700 metres, and the closest secondary school is 995 metres away (LANDCHECKER 2017a). Besides, the site also has a very short distance (two or more tram stops) to the famous educational institutes, which are the University of Melbourne and the Royal Melbourne Institute of Technology University (RMIT) (Google Map 2017). Within 6 minutes of walking distances, there are open spaces including Lincoln Square, University Square and Argyle Square (Google Map 2017). Furthermore, Lygon Street, where is famous for its Italian food, located only two blocks away, which takes about 5 minutes of walking.

Features and the general character:

According to the site visit, the study site is situated in an accessible position where serves walkable tram stops as well as a certain amount of parking lots nearby. The heritage part of the site, is right facing towards the crossroads. The selected site could be an active place as its visible location; however, it is not in use at present. The site is most occupied by Beaurepaires company’s logo with huge blue and yellow sign painted on the walls except the heritage part. The selected site is not enjoyable for pedestrians to pass by since messy appearance where the walls, doors and windows are painted with graffiti (figure a, b, c, d).

The neighbouring building on the north side is Ibis Hotels. Besides, there are the hotel, upper house and cafe in a distance of crossing a street.

Part Two: The Planning Provisions Applying To the Site

State Planning Policy Framework (SPPF):

SPPF is included as part of the planning scheme. It contains guidelines for development and use of the land within Victoria. Projects processed by responsible authorities and planning authorities must follow these principles and policies as part when they make the integrated decision. (State of Victoria 2017)

Following policy frameworks are relevant to the selected site.

Clause 11: Settlement

Since there are a number of educational institutions located in the surrounding area, and also because capital city zone encourages a mixed use of the land, the chosen site could be developed as an accommodation building for the students studying around and workers working in the CBD.

Clause 11 of settlement aims at providing economic viability and diversity choices for housing, employment, entertainment and commercial facilities and infrastructures. Within settlement network (11.01-1), it indicates that the focused investment and development locations include metropolitan area of the city of Melbourne, where the chosen site is located in.
