INTRODUCTION

Modern business every year is becoming more flexible, mobile and changeable. What was optimal a year ago, today can be very far from ideal. Often there are also fundamentally new opportunities, having missed which you can quickly fall behind competitors, and even completely "fly out" of business. And all because of the commitment to the established, "time-tested" schemes, the inability to work not only tactically, but also strategically.

Now the greatest efficiency can be achieved not so much by the use of established connections, as by the maximum use of market mechanisms and, first of all, the competitive struggle of suppliers. After all, business in modern market conditions is very similar to full-scale combat operations, often conducted on several fronts. Therefore, using all the resources and means is important not only to achieve success in the competition, but also for the survival of the company. The main method of public procurement are tenders - the way of issuing orders for the supply of goods, the provision of services or contract work on the conditions announced in the tender documentation, within the agreed time limits on the principles of competitiveness, fairness and efficiency. The state contract is concluded with the winner of such a tender - the participant who submitted the proposal that meets the requirements of the tender documentation and contains the best conditions (not necessarily - the minimum price).

For operators of the civilized market, the issue of holding or not holding tenders is not in principle. Tenders are needed by both parties: both customers and participants. The first is to get the best choice - both in price and quality. The second - to show their professional level, to receive an order and, subsequently, to use the fact of victory in the tender as an element of self-promotion.

The relevance of this topic lies in the fact that the application of tenders is widely developed, as it allows to identify the most profitable supplier.

The purpose of this course work is to study and consolidate knowledge about the procedure for organizing and organizing tenders.

  1. Nature, objectives, tasks and types of tenders

Tender is a competitive form of selection of proposals for the supply of goods, the provision of services or the performance of work on the conditions declared in the documentation, within the agreed time limits on the principles of competitiveness, fairness and efficiency. The contract is concluded with the winner of the tender - the participant who submitted the proposal, which meets the requirements of the documentation, in which the best conditions are offered.

The term "tender", used in everyday speech, can be an analogue of the Russian terms of the contest or auction, as well as other competitive procedures, for example, a request for quotations, a request for proposals.

Tender - direct borrowing from the English language, used to refer to tenders, competitions.

The foreign word got accustomed to our soil: originally this concept was used in construction and production sphere, later it was slowly and surely introduced into the sphere of services.

Pretty capacious term, which includes an exhaustive definition of certain aspects of business activities, was used only in the literature, without having the expression and definition in official documents of Russian legal acts. You can say that the tender is the process of choosing a provider company on a competitive basis. According to the legislation, the word "contest" should be used.

Tender - competitive bidding of an open type (open tender) or closed, for a limited number of contestants (closed tender), competitive order placement form; a written proposal, an application for subscription to securities, an intention to conclude a contract or deliver goods; the price of the product offered by its manufacturer, based on the price level offered by its competitor. Tender - competition of entrepreneurs for receiving orders for the construction or supply of equipment, a proposal for goods received for bidding, notification of delivery under a futures contract.

The essence of competitive tenders is that: the buyer (customer) announces a tender for sellers (suppliers) for goods or services with predefined characteristics; compares received proposals; after the comparison, signs the contract (contract) with the seller or contractor who offered the most favorable conditions for the buyer (customer).

The purpose of the tender is to choose the best offer. The tender is conducted on a free basis and in accordance with certain rules. Thus, the tender is a voluntary free competition of suppliers for the receipt of an order.

The objectives of the tender:

  • attraction of the best specialists and companies capable of rendering consulting services (training, recruiting, etc.) to the organizer at a high professional level;
  • Selection of the best proposal for the provision of consulting (training, recruiting, etc.) services.

Types of tenders:

  • open tenders;
  • closed tenders;
  • Specialized closed auction;
  • Two-stage tenders;
  • Quotes of quotations;
  • purchase from a single source.
