We should try to help our business and help our communities become more artistic. We could look at this problem in an optimistic way. For instance, try to invest money back into our communities or cities. Way, the city is going to have to pay in order to remove these "tagging" why not use it and take advantage.

Graffiti is a form of art, it is not a crime, and the only difference is that it is expressed in a completely different way. It cannot be contained no matter how
hard the government tries and no matter what he does because new artist are born
every day. So just, let graffiti be itself and see the true meaning of the art.
Every year, the government spends a lot in cleaning up the graffiti. Graffiti is created by ordinary people, not just scholars or professional artists, which means that it often consists more of everyday thought and idea which can related to everyone, if everyone would take the chance to try and understand the meaning behind the writing on the wall. So, it also is the most random art, which don't need so much limit and rules.
To conclusion, graffiti is an expressionistic form of art. However it affect people's lives from psychology and economy. As a result, graffiti sub culture should be control under government management and make graffiti as a "real" culture in people's mind.
