Some people believe that everyone has a right to a university education and that Chinese governments should make it free for all students no matter what their financial background. To what extent do you agree or disagree?

Some people claimed that Chinese government should render more access to university education available by eliminating the tuition fee based on the opinion that everyone should be treated equally in terms of education. I completely agree with the equal rights to be educated but taking China’s current circumstance into account, this argument should not be supported because it is neither effective nor efficient in coping with the problem.

To begin with, though the abolition of tuition fee can eliminate the barrier to be educated, it won’t greatly change the current situation where the disparity of education levels between China and developed countries is considerable. On one hand, students from middle class or upper class go to university regardless of whether the university education is for free. On the other hand, those who didn’t go to university when charged with a high tuition fee won’t go either even if they no longer have to pay for the education due to its opportunity costs. To be more specific, going to university means no revenue in a period of four years for them, which is not affordable for their family, thus deterring them from the university. Therefore, whether the tuition fee is free of charge hardly makes a difference whatever drop-outs’ financial background is. In other words, getting rid of the tuition fee is not effective in improving China’s education levels.

In addition, eliminating tuition fee is not efficient when it comes to allocating the tax revenue. We have to face a prominent fact that the financial budget is limited. Once the proposal of achieving a general free tuition of university is enforced, it will undoubtedly accounts for a great portion of the allocation, which otherwise could’ve been invested in more urgent areas, such as developing the technology, modernizing national defense and etc. This is not indicating that education is less important than technology or defense. Instead, education should be given priority but spending excessive tax revenue on it may not be wise especially when other significant investments urgently call for substantial money.

To sum up, eliminating tuition fee contributes little to increasing educational population while it consumes an unnecessarily great amount of financial expenditure. Based on the cost-benefit analysis, maintaining the status quo, therefore, is more sensible compared to the proposal.
