Perception of the Ethical Problems

The development and fostering of professional management require rules and procedural guidance in the determination of the good conduct governance. The case presents a challenge of working in an appointed position that precludes the departmental factors from other departments hence the possibility of interdepartmental governance challenges. It is ethical for a representative of the board to consider the long-term effects on the decision making despite the effort impacted by the people that voted them in office. Reporting possible violations are encouraged by the code of ethics. Therefore, the individual should have their voice in the board based on the issues affecting the county.

The aspect of information sharing and communication also affects the professional management in the case above. Failure to address the matters that in entity affect the county department results to withholding of information that demerits the leadership role of an executive in a department. It is recommendable to seek dialogue with the senior officials and the members of the department before deciding to vote for or against the changes that are likely to affect the department relations.

Definition of the Ethical Issue

In consideration of the ICMA Code of Ethics, the main ethical issue in the case refers to the investment in conflict with the official duties of the departmental management of an organization (Plant, 2001). Human resource requires professionalism and discipline despite the affiliation and relationship between the members of the organization. In the above case, the manager contributes to the dilemma experienced by the representative at the Department of Retirement Planning Board by refusal to express the few concerns facing the department before his appointment to the position.

In my view, the position involves voting meaning a representation model is adopted in the authorization and appointment procedure. That means the appointee to be voted in the position of the Retirement Planning Board representative has the right to disclosure of the activities and decisions to carry out as the post responsibilities before assuming the position.  Additionally, decisions at the helm of the appointment or voting process require consultation internal to the department as well as consultation with the rest of the county departments that are likely to be affected. It is advisable for the representative to make relevant consultation in disregard of the endorsements made before the appointment of the members of the department. However, their consultation is critical for the conducive relationship and management ethics hence an understanding before making the voting decision.

Management Alternatives

According to Cooper, business ethics challenges are presented as complex distorted fragments that require a sequential and logical approach in making the final decision. The development of alternatives and consequential solutions to challenges in management are addressed by Cooper in different platforms providing vast solution techniques that may be critical in reaching a relatively acceptable level in ethical conflict solution (Cooper, 2012). Organizations place a considerable amount of trust on the managers in an organization which attracts the need for responsibility, and critical thinking is given the ethical dilemma experiences. In the evaluation of the above ethical case facing three main stakeholders that include employees, executive board and the managers the application of Cooper’s theoretical approach in management would be critical. The three logical solutions identified include, evaluation of the consequences and actions, balancing of the elements involved in this case the departmental relationship and reputation with the employees as a manager and finally the definition of the ethical problem in the terms understood by the employees (Cooper, 2012).

The definition of the ethical dilemma is paramount in this case as a manager especially facing rivalry from other departments. The approach to the existing challenge of balancing the opportunities available in the organization depends on the power to manipulate the employees and gaining trust, especially in the Retirement Planning Board considering that they are the back-up to your plan implementation.  The identification of the ethical problem leads to the commencement of the resolving process an examination of the underlying problems. In the above case as a manager examining the impact of the disproportionate amount of benefits enjoyed by your department and the position with the company is critical. It is advisable as the manager to bring the case to attention for the executive board review for determination. By putting forward the case to the board, it eliminates the future challenges and opportunities for criticism from the competitors within the organization.

Additional balancing of the ethical dilemma elements through the identification and addressing the case to the executive board it is also relevant to consider the department members in addressing the issue for amicable solution internally. The consideration of both parties in a practical approach would be relevant in eliminating speculations and withdrawal of support from the members that voted you in the position. Exercising dialogue and exercising the consultation with the peers is critical for the managers taking into consideration the inconsistencies. According to Cooper, it is ideal for the balance between the moral values, rehearsal defenses and assesses the ethical problems in the organization in solving the management issues (Cooper, 2012). As a manager in this case dealing with the executive board, finding alternative solutions for improving better coexistence with other departments past the issues of the disproportionate amount of benefits and the power to control the ethics discipline among the employees is critical.
