The objective charter is the process of developing a document that formally authorizes a project of a phase and documenting initial requirements that satisfy the stakeholder's needs and expectations. Creating multiphase in the project can be used to validate and simply refine earlier decisions about project charter.

The development of Project Charter has the process of developing a document that is authorized as a project or phase, also documenting initial requirements for the stakeholder's needs if satisfied as well as expectations. A project manager has their part in the development in the project charter, once it provides the project manager with what he or she needs to apply authorization of resources to the project activities.

The statement at work detailed description of products or service that is the project is suppose deliver. Business need based on a market demand, technological advance, legal requirement, or government regulation. Product scope description is document characteristic of the product the project will be undertaken to create. In the document it has to demonstrate the relationship between the products or services being created and business need in project. Strategic plan is a plan has organization with goals.

Business chase is a document provides information necessary from the business perspective to see if it worth the investment. The business case determine based on market demand, organizational need, customer request, technological advance, legal requirement, social need, and ecological impacts. Contract is an input that is only used in the project if outside customers. Environment factors that can influence for development of project charter process include but can be just about any for example government/industry standard, organization infrastructure, and marketplace conditions.

Organizational process is most important part when it comes to planning project charter. "Standardized guidelines, work instructions, proposal evaluation criteria, and performance measurement criteria, project management plan template element of the project management plan that maybe updates' including guidelines and criteria for modifying the organization's set of standard processes to satisfy the specific needs of project, and project closing rules or requirements like the product validation and acceptance criteria.

Change control procedures with steps by official company views, policies, tactics, and processes or documents will be edited and will insert changes for approval and validation process from past projects. Historical information and lessons learned knowledge base, and structure administration information base containing the versions and baseline of all official company views, policies, tactics, and processes or documents.
