8) While promoting the teachers in the appropriate profession from the paragraph (3) of this article, the school commission obligatory takes into account the results of the external evaluation contained in the teacher's work report, as well from the evaluation of the teacher's professional file.

(9) While promoting the qualified associates in the appropriate profession from paragraph (4) of this article, the school commission obligatory takes into account the results of the evaluation of the teacher's professional file.

(10) The teacher and the qualified associate who is not satisfied of the progression executive board in profession in accordance with paragraph (5) of this article has the right to submit an objection to the school board within eight-days beginning from the day of announcing the list of teachers and qualified associates that are promoted in profession.

(11) The promotion of the teachers and the qualified associates in profession teacher - mentor and qualified associate - mentor is done by a commission established by the minister.

(12) While promoting the teachers in the appropriate profession from the paragraph (11) of this article, the commission established by the minister obligatory takes into account the results of the external evaluation contained in the teacher's work report, as well from the evaluation of the teacher's professional file.

(13) While promoting the qualified associates in the appropriate profession from the paragraph (11) of this article, the commission established by the minister obligatory takes into account the results of the evaluation of the qualified associate's professional file.

(14) After finishing each school year, the high school could make a promotion to two employees from the teachers and qualified associates in each of the profession in paragraph (5) of this article and could propose two of the employees from the teachers and qualified associates to promote in the profession of paragraph (11) of this article on proposal of the teachers council if there are no more than 50 employed teachers and qualified associates.

(15) After finishing each school year, the high school could make a promotion to three of the employees from the teachers and qualified associates in each of the profession in paragraph (5) of this article and could propose two of the employees from the teachers and qualified associates to promote in the profession of paragraph (11) of this article on proposal of the teachers council if there are more than 51 employed teacher and qualified associate.

(16) Teacher and qualified associate could make progress in the following profession after four years in a procedure established with this law.

Article 69-a

(1) The teacher in the high school interactively realize the teaching that involve active incorporation of the students in the process of educational work.

(2) The method of interactive teaching realization is prescribed by the minister per proposal of the Bureau.

(3) The teacher participates obligatory in the realization of taking the exams of the leaving examination.

(4) Physically and psychological maltreatment of a teacher and qualified associate is forbidden.

Article 70

For the teachers and qualified associates who do not show adequate results in realization of the educational process, Bureau for educational development, Parent's Council and State Educational Inspection
