The Consultation and Education Department at the Greenby Community Mental Health Center is on the verge of losing financial support for lack of information concerning the effectiveness of the program to draw self-referrals. The scenario implies the Consultation and Education Department director assemble sufficient information so the board of directors will vote to keep the program's funding. This paper will explain scope and purpose of process evaluation measure and outcome evaluation measure and how they influence the design along with the issues and challenges that may arise from evaluating the Greenby Community Mental Health Center. Lastly this paper will give details on why an evaluation may be helpful to the Consultation and Education Department director's situation.

The Consultation and Education Department holds preventative curriculum at the factory and has workshops to assist people be aware of their problems. In order to obtain adequate proof that the program is successful and competent, a process evaluation measure and an outcome evaluation measure are produced and implemented. A process evaluation tries to asses an organization and its procedures even though an outcome evaluation attempts to evaluate its contribution/production and prospect. The span and rationale of the procedures profoundly manipulate the plan and aid the director's present position with the executive director and the board of directors of Greenby.

"Process evaluation involves assessing agency activities to determine whether programs are operating in accordance with plans and expectations," (Lewis, p. 20, 2007). The Consultation and Education Department desires a process evaluation assess that accurately evaluate. Through a process evaluation measure in the structure of a determining assessment, the curriculum can establish its significance. Formative evaluations are a technique of measuring the value of a program at the same time as the program activities are in occurrence. The measure is a reserved assessment of what the program proposes to do and if it is currently doing that. This would assess the procedure the program acquires in bringing in clients.
