CHAPTER 1
INTRODUCTION
The Barangay is the smallest political unit in the government. Its full local autonomy was granted when the Local Government Code was amended. It became a self-subsistent and a vital instrument in the fulfillment of Central Government goals. It serves as primary planning and implementing unit of the government policies, plans, programs, projects and activities in the community as well as forum where the collective view of the people may be expressed, crystallized and considered, and disputes may be amicably settled (Section 384, Local Government Code of 1991). The function of LGU is to provide basic medicine for health and social welfare services in the local community. It is the mandatory duty of the State to protect and promote the right to health of every Filipino by making quality ad adequate health care available and accessible to everybody, especially the poor and the disadvantaged(1987 Philippine Constitution).
The Health and Social Welfare Committee is responsible for dealing matters related to health and sanitation, cleanliness and beautification of the community, and other health and social welfare related services. According to the 1987 Philippine Constitution (Article XIII, Section 11), the state shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled women and children. The Philippine Constitution also states that health is intimately enmeshed with national development and by insuring the health of our people, the human resources will be made productive and good citizens of the country.
